I suggest you investigate commercial products such as E-Nur-Tone, which essentially provides biofeedback during sleep (it's cheapest and fastest solution for some). Then, consult a psychologist or psychiatrist or specializes in sleep disorders. Medications or psychotherapy may be suggested depending on their evaluation. Clonazepam and GABA are two medications with good track records. Many University hospital teaching centers have sleep disorder clinics, and treatment there may be covered by insurance, with proper referrals.
